Terrible, these homes seem to have a policy of staff first instead of residents

A struggling north Norfolk nursing home is “not safe” and “poorly managed” according to a new report.

Urgent action by the Care Quality Commission means St Nicholas Nursing Home in Sheringham can no longer provide nursing care as it was rated inadequate in all areas.

But Shelina Rudd, director of ADR Care Homes Limited, which is responsible for the home, said positive changes had been made since the November inspection.

It had a new manager, better staff training and no longer housed residents who required nursing care.

In the report, inspectors said the residential home, in St Nicholas Place, had inadequate staffing levels, unsafe medical arrangements and people were not always cared for in a way that supported their dignity or privacy.

It was responsible for multiple breaches of the Health and Social Care Act 2008,

One resident told inspectors: “There’s so few staff in they just don’t have the time.

“They are still doing jobs at lunchtime that used to be done by mid-morning.”

Another said: “They’re always short staffed in the afternoon. I’ve been left longer than 30 minutes waiting for the toilet.”

It also cited an offensive odour and boring food menu, and said many residents were seen sitting in the lounge staring into space.

Inspectors said: “A culture of blame and avoidance had taken hold. When we discussed our concerns arising from the inspection with the manager the blame for any failure was placed squarely with staff who were ‘not doing what they’re supposed to do’.”

However, Mrs Rudd said since the inspection re-carpeting had removed the offensive odour, and there were more focused activities to entertain residents.

She said: “Between July and November we struggled to recruit nurses. The manager was doing nursing shifts and was off the ball.

“When inspectors came in November all these issues were highlighted and we agreed we were going to take the nursing element away. It is a residential home now.”

She said those who required nursing care had been moved away from the home.

When the inspection was conducted on November 17, 18 and 20 there were 32 people living in the home, many suffering from dementia. The report was published on January 7.

A spokesman for the CQC said: “We have taken action to protect the safety and welfare of people receiving nursing care living at the home. While our legal processes do not allow us to go into further detail at this time, we will publish a report soon.

“Meanwhile we continue to monitor the service and to liaise with Norfolk County Council and the local Clinical Commissioning Group.”
