Social care services will be pushed to 'breaking point' by new living wage
Councils warn that providers for elderly, vulnerable or disabled may be cut
Said they will have to slash staff or risk going bust due to the new measure
Living wage will see minimum hourly wage for anyone over 25 rise to £7.20
