I would have thought she would be entitled to housing and council tax benefits for her rent etc.

She should be entitled to more than that

it does seem odd to me.

She is entitled to ESA at the higher uncut rate as she is never going to work.
She is entitled to LHA/Housing benefit to cover her rent
She is entitled PIP at the enhanced rate around £350 every 4 weeks
She is entitled to mobility PIP another £120 every 4 weeks
plus her care costs and careers allowance.
